Silent PPOs topic of new paper

The American Assn. of Preferred Provider Organizations has released a white paper discussing the group's policies and work around the issue of silent PPOs.
The paper emphasizes the distinction between a silent PPO, which it defines as an unauthorized use of a PPO network discount, and a rental network, in which a physician agrees to allow the PPO to let other entities access discounted rates.
The paper also mentions that the AAPPO worked with the American Medical Association and other organizations to reach a compromise on model legislation regulating the secondary market for PPOs. The National Conference of Insurance Legislators introduced the model legislation in November 2008.
